The Charleston County Board of Zoning Appeals approved a special-exception permit to operate an extended home rental at 3626 Berryhill Road after the applicant represented by Kevin Sellen said the property contains a three-bedroom residence and will provide five on-site parking spaces.
Staff informed the board that the property does not qualify as a limited home rental because it is not owner-occupied and therefore must be reviewed as an extended home rental under the county zoning ordinance (ZEELDAR) for the R-4 district. The application proposed to make all three bedrooms available for rent and to accommodate up to seven guests. Staff recommended approval subject to several conditions, including completion of the STRP limited site-plan review, compliance with Article 6.8 of the ordinance, a 144-day cap on short‑term rental days in any calendar year and owner responsibility for tenant compliance with the county noise ordinance.
Mr. Sellen, the owner's representative, said he lives nearby and will manage the property locally and personally answer neighbor complaints. "I live within 10 minutes of the property," Sellen said. Commissioners pressed about management and response protocol; Sellen said he would personally answer neighbor complaints and call law enforcement as appropriate.
Commissioner Trueslow moved approval subject to staff recommendations; the motion passed by voice vote and the board instructed staff to send the final decision via certified mail within 10 working days.
