The Rules Committee approved an emergency ordinance (bill 20250812) Nov. 3 to extend the deadline for city grant recipients to file audit reports when federal guidance (the "compliance supplement" used for Single Audit preparation) is delayed.

Krista Caraher explained the emergency: the federal compliance supplement — guidance typically issued around May that auditors use to prepare Single Audits for entities receiving $1 million or more in federal funds — was late this year. Because recipients are awaiting that guidance to complete their audits, the bill provides an extension to avoid penalizing grant recipients for a federal delay.

The committee approved the emergency designation and then approved the bill as emergency and amended by recorded vote, 7-0. The introducer, Council Member Borland, said the change was prompted by the delayed guidance and the need to avoid disrupting grant recipients’ audit schedules.

The committee recorded no opposition in committee; the bill proceeds as an emergency measure to provide temporary relief while the federal guidance is pending.
