The Guam Public Utilities Commission on Oct. 30 authorized the Guam Waterworks Authority to solicit proposals and bids for deep‑well development and rehabilitation projects that aim to increase production capacity and restore out‑of‑service wells.
ALJ Greg and GWA staff explained the scope: GWA plans to procure construction management services for AG‑10, AG‑12 and Y‑8 (new deep wells) and separate IFBs to construct those wells and to rehabilitate five existing wells (A‑2, A‑7, A‑12, D‑5, F‑3). GWA said the work will include drilling, new pumps and motors, electrical and SCADA systems, new piping, chlorination buildings and related site work.
GWA described the operational rationale: several deep wells have experienced pump/motor failures and some show chloride trends indicating saltwater intrusion; installing variable frequency drives, energy storage and power balancing equipment will allow more precise control of production rates and help mitigate saltwater intrusion. GWA highlighted that similar pilot test wells previously yielded strong test pump rates (for AG‑10/AG‑12 >500 gpm; Y‑8 ~350 gpm).
The PUC found the solicitations reasonable and necessary and authorized GWA to proceed with procurements. GWA said it will return to the PUC for contract awards and amounts after the procurement process concludes.
