The Sacramento County Board of Supervisors on Oct. 21 approved the 2026 annual action plan that SHRA administers for HUD formula grants on behalf of the county, including Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) funds.

Stephanie Green, SHRA's federal programs manager, outlined estimated 2026 entitlements and reprogrammed amounts (CDBG estimate approx. $8.0 million including program income), proposed infrastructure projects (Fruitridge sidewalk and ADA improvements, Florin Road bicycle/lighting improvements, Arden Way complete‑streets work, North Watt pedestrian improvements), public services (Meals on Wheels, shelter operations) and housing activities (home repair, multifamily rehabilitation). SHRA also asked the board to authorize updates to the SHRA home repair program guidelines to increase the maximum grant to $10,000, expand eligible accessibility improvements and expand application windows as funding permits.

The board approved the action plan and the requested guideline amendments and authorized associated program and budget actions described in the staff report.
