The South Salt Lake City Council on Oct. 29 approved an ordinance amending the zoning map to change four city-owned parcels at 2650 South Main Street from Commercial Neighborhood to City Facility.
Senior planner Spencer Cawley summarized three options: (1) rezone all four parcels to City Facility (staff recommendation), (2) rezone only the southernmost parcel (planning commission recommendation), or (3) rezone the two southern parcels. The planning commission had recommended rezoning only the southernmost parcel and included several conditions: restrict vehicle access on the northern parcels, prohibit overnight parking, enforce the noise ordinance, restrict new lighting, and include a 2027 sunset on the rezoning to prevent the site becoming a permanent parking lot.
Staff recommended option 1—rezoning all four parcels—while carrying forward operational conditions: limit public parking to the southern two parcels, install barriers to prevent vehicle access to the two northern parcels, install clear signage prohibiting overnight parking, avoid new lighting that would disturb neighbors, and enforce the county noise ordinance. Councilmember Ray DeWolf moved the ordinance; Clarissa Williams seconded. The council voted in favor; the ordinance was approved.
During discussion, councilmembers praised the planning commission for identifying site-management measures and asked technical questions about whether a sunset provision would need to be included explicitly in the ordinance. Staff replied the ordinance as drafted reflects the operational considerations but that a sunset would need to be added explicitly if the council wanted one.
