The Eastern Weston County Recreation Board voted to allow active substitutes on the district's active substitute list to use the pool and weight room free of charge, board members said.
During discussion the board weighed whether to set a complex numerical threshold of days worked or keep the policy simple. One board member argued for a pragmatic approach: "If they are on the active sub list, meaning that they're gonna get out of bed and they're gonna come when the fire's on fire, then we should treat them with some respect," the member said, recommending HR track active status and notify the secretary if a substitute no longer responds to calls.
After a motion was made and seconded, the recreation board recorded the vote as "aye" and passed the motion to grant access for active substitutes. The board did not adopt a specific minimum number of days worked per month; members agreed to keep the policy administratively simple and to have HR provide a breakdown of substitute activity for future refinement.
The motion and vote were limited to recreation board authority over access to facilities; no change to district compensation or employment terms was discussed or authorized during the meeting.
