Finance staff presented a proposed omnibus amendment to the FY25–26 budget that would recognize grant awards, carry over incomplete capital projects, and reclassify or add appropriations across multiple funds.
Crystal Macon, finance staff, told the council the general fund changes include adjustments to reflect approved positions in Facilities, additional grounds-maintenance funding for city properties, added overtime budget for Public Works fleet operations, a $400,000 transfer to the Transportation Utility Fund to cover additional sewer and stormwater work discovered during roadway reconstructions, and a dedicated City Council professional-fee line. In the capital fund, Macon listed several carryovers: back-ordered fire equipment (airbags), Scott School access improvements (total $144,000 with a $100,000 CDBG grant and $44,000 city match), design funding for a Scott School master plan supported by a TRCC grant (50% match), animal shelter fencing and dog runs, community center facility improvements, police station lot resurfacing and fencing, temporary 900 West storage improvements, and final invoices for Bickley Park amenities.
Macon also described awarded grants recognized in the amendment: a Utah Office of Recreation and Parks grant to design the Mill Creek Trail section between 200 and 300 West; a state forestry grant for urban forestry; a CDBG grant for an active transportation design project; and a grant to repair lighting along Parleys Trail and the S Line within city limits.
In other funds, the public-safety special revenue fund would receive $5,000 for community outreach and transfer $50,000 of overtime costs from Fire to Homeless Strategies (the latter costs are later reimbursed by a state homeless mitigation grant). The stormwater utility fund amendment would add professional fees from fund balance for a master plan update and pump-station design and increase capital project appropriations to match a higher-than-expected accepted bid. The Transportation Utility Fund would receive the $400,000 transfer from the general fund noted above to address increased reconstruction costs on several roads.
Macon noted many items are carryovers that reflect timing and invoicing rather than new program starts. The presentation was informational at the work meeting; council did not vote on the amendment during the session.
