City staff presented a proposed interlocal agreement to transfer $10,000 to Salt Lake County as a local grant match to improve a dark, under-bridge trail access on the Jordan River Trail at 3300 South.
Carl (staff) said the project is a joint effort between city and county planners and stems from a Utah DNR grant that required a $10,000 local match. He described the location where the trail passes under a bridge as "very dark. It's quite scary depending who you are," and said the access point currently funnels users into a narrow gap that is not optimal for people fleeing danger. Carl said there have been a "couple of assaults" reported at the location and that police and fire support the safety improvement; the aviary tenant (the property owner/lessee) has also indicated willingness to allow the fence to be moved to open a safer path.
City staff described the requested transfer as a county-administered project (an interlocal agreement) to pay the match; design work is underway and the county is completing project design. Carl said the transfer facilitates a wider, safer connection to 3300 South and noted letters of support from police and the aviary were used as part of the grant application. No formal authorization or vote occurred at the work meeting; staff presented the item for council awareness and future action.
