Library staff said the MOU will articulate items discussed previously, including concerns about escalating rent and a requirement that any new facility be two stories. "I'm working with the city attorney on a memo of understanding that kind of outlines some of our asks," the director said, adding that the goal is to present the MOU to CCC before the election is completed.

The board briefly discussed the timeline; staff noted Nov. 5 as the election date and said they aim to finalize language and present it shortly after ballots are counted. No formal board vote or binding agreement was adopted during the meeting; the update was informational and focused on negotiating terms with CCC and clarifying expectations in advance of the public vote.

Board members asked for clarifying follow-up and said they will review any proposed MOU language once drafted.
