The Smyrna Municipal Planning Commission on Oct. 2, 2025 voted to recommend approval of annexation and R‑3 zoning for a 21.7‑acre parcel at 5198 Lee Road (CLQ Land Services).
Planning staff described the request as consistent with the town’s land‑use plan’s gateway character area and said the applicant indicated a desire for single‑family development rather than a PRD. Kevin Rigsby told the commission the R‑3 district carries a minimum lot size of 10,000 square feet and that a sewer main extension would be required from an Olive Branch sewer line, including an off‑site easement of roughly 1,200 feet.
Rigsby also noted that Consolidated Utility District has a 6‑inch water main along Lee Road and the project would be within the town’s water service area; however, CUD would not be the town’s water service provider for the new lots. The major thoroughfare plan designates Lee Road as a collector and requires a 30‑foot dedication from the center line as part of development.
Commission discussion praised the proposal as offering larger single‑family lots than many recent projects and contrasted the control available through a PRD with the simplicity of a straight R‑3 request. One commissioner said it was “refreshing to see an R‑3 request instead of a PRD” because of the larger lot sizes proposed. The commission approved the recommendation to the council by voice vote; staff will prepare required notices and the town council will consider the annexation and rezoning at a subsequent hearing.
