• Approval of minutes: The commission approved the minutes for 09/04/2025. Motion carried.
• 7A — 354 North Main Street (Main Street Senior Living — GDP): Motion to approve the GDP for 354 North Main Street (Oregon Property Investment Inc.) carried with a condition that delivery logistics be coordinated with traffic engineering and staff and that the trash enclosure be reassessed during SIP (applicant to consider adding a stall).
• 7B — 336 North Main Street (related parcel — GDP recommendation): Motion to recommend Village Board approval of the revised GDP for 336 North Main Street with staff comments incorporated; motion carried.
• 7C — 150 East Lincoln Street (office supporting the senior living — GDP): Motion to approve the GDP contingent on staff comments and final easement recording; motion carried.
• 7D — MSP CSM (combine parcels for South Main Street senior affordable apartments): Motion to recommend Village Board approval of the certified survey map to combine parcels into Lot 1 for the MSP project; engineering comments were satisfied and the motion carried.

• 7F — TrackD site plan revision (350 Braun Road): Motion to approve the site plan revision to enclose an outdoor work area; motion carried. The structure is already sprinklered and the applicant indicated the enclosure will allow year‑round work.
• 7G — Certified survey map (127 Dewey Street): Motion to recommend Village Board approval of a CSM to transfer a portion of neighboring property to extend a resident's backyard; motion carried.
Other: The commission received a status update from the director of community development on several public and private projects including Oak Street paving, wastewater treatment work, the Richards Road lift station replacement, Greenview Preserve and Autumn Ridge phases. Staff indicated the Richards Road lift station will be entirely replaced (new wet well and additional pump redundancy) and that related site work and aesthetic treatments will return to the commission for review.
Each approved item will return for required administrative steps (recording of CSMs, permit applications, SIP civil review) before construction begins; conditions attached in the meeting minutes should be satisfied before final permits are issued.
