The Brigham City Council took multiple formal actions on Oct. 2. Key outcomes:
Cardamite Village townhome PUD (1255 North Main). The council approved the planned-unit development and subdivision plat for the townhome project at roughly 1255 North Main after a staff presentation and planning-commission recommendation. Motion: moved by Council member Troxell; second by Council member Hitt. The council conducted a roll-call vote and the motion passed.
Resolution to participate in the Fremont Solar and Battery Project (Iron County). The council approved a resolution to participate in a UAMPS-led purchase agreement for up to 2 megawatts of capacity from the Fremont Solar project; the resolution authorized staff to consider up to 12 megawatts only if additional capacity became available and staff returned to council with details. Motion: moved by Council member Hitt; second by Council member Jensen. Roll-call vote: motion passed.
IPSA mutual-aid agreement (public-power mutual aid). The council approved re-adoption of a mutual-aid agreement with the Intermountain power utilities mutual-aid group (referred to in the meeting as IPSA) to govern mutual assistance, liabilities and employee coverage during interjurisdictional deployments. Motion: moved by Council member Smith; second by Council member Jeffries (as stated in the meeting). Voice and roll-call support were recorded and the motion passed.
Ordinance amending Chapter 30.040 — appeals to an administrative law judge. The ordinance replaces provisions that called for ad hoc appointed appeal bodies with a retained administrative law judge (ALJ) to hear appeals under the international building code, fire-code decisions and certain employee-discipline appeals. Council member Smith moved and Council member Jensen seconded; the council approved the ordinance on roll-call vote.
Consent agenda and minutes. The council approved the single consent-agenda item and minutes earlier in the meeting (motion by Council member Smith; second by Council member Troxell).
Closed session. The council voted to enter a closed session to discuss the professional competence of an individual and the purchase, sale or lease of real property. Motion carried on roll-call.
The meeting record included roll-call and voice votes; the transcript records attendees saying “aye” in roll-call sequences for each vote. The transcript did not provide a consolidated numerical tally in each case; the meeting minutes should be checked for the official recorded tallies.
