The Zoning Commission voted Sept. 11 to recommend approval of a development order amendment and a Class A conditional use to permit a 793‑square‑foot quick‑service restaurant with 825 square feet of outdoor seating on an outparcel at the Shops at Southern Palms shopping center on Southern Boulevard.
Scott Bachman, representing the applicant, described the project as a small‑format sliders concept with a distinctive, small building footprint and larger outdoor seating area. The proposed outparcel sits east of an existing Dunkin' Donuts and within a center anchored by Dick's Sporting Goods and Kohl's. Bachman said staff and the applicant worked to adapt the chain’s industrial/retro architectural theme to comply with ULDC Article 5C architectural compatibility standards for multiple use plan developments.
Staff said the project meets development criteria, adds pervious area to a currently paved parking field and provides a drive‑through lane that stacks 12 vehicles, exceeding code. Zoning staff noted the applicant revised colors, banding and façade elements to better match surrounding anchors and recommended approval.
The commission voted to recommend approval of both the development order amendment (to reconfigure the approved MUPD site plan) and the Class A conditional use for the quick‑service restaurant; both motions passed with unanimous aye votes.
Action: motions to recommend approval of item 4a (development order amendment) and item 4b (Class A conditional use for a type 1 quick‑service restaurant) passed. Staff will incorporate the architectural changes and subject the final site plan to standard DRO and permitting review before any construction permits are issued.
