City staff introduced a first-reading ordinance (2025-33) to amend the La Verne Municipal Code regarding the permissible locations for adult businesses under the city’s updated zoning code.
Staff explained the change responds to the new zoning structure: the previous I-2 (heavy industrial) zoning district will be replaced under the new code and staff proposed that adult businesses be placed in the Interchange District (HI) to preserve the same practical restrictions as before. Staff emphasized the amendment keeps existing distance requirements from residences, schools and other sensitive uses in place.
Board members asked questions about whether the city could prohibit adult businesses entirely; staff responded that state law and First Amendment protections require the city to provide a permissible location and that failing to specify one could invite legal challenges. Staff offered examples of where such uses would likely be allowed under the new map (industrial/commercial corridors such as near Bridgestone), subject to distance rules.
The matter was presented as a first reading; board members will consider additional public input and a subsequent vote at a future meeting.
