Commissioners and staff reviewed a suite of public-art programs and outreach plans, including painting town plows, the Art in Your Yard participant program, the free art library, a public piano installation and promotional plans for the airshow and calendar distribution.
On plow painting, staff said the painted plows must be delivered and painted before October and that the town will issue the call to artists in winter with painting scheduled for spring. Program organizers discussed keeping painted plows available for fall and winter parades and possibly the Fourth of July parade in future years; staff suggested collecting designs in January or February to accommodate school schedules and holidays.
Art in Your Yard outreach is underway: staff reported a student from Tuscarora High School has already expressed interest. Organizers said they distribute the call broadly to art teachers, PTAs, scouts and private schools within Leesburg town limits and use OneDrive to collect submissions. For promotion, staff recommended prioritizing flyers, pamphlets and on-the-ground signage over paid digital ads; they said signage from last year can be reused and small printed cards with QR codes were effective in storefront distribution.
Regarding the free art library, staff reported a volunteer refills the box about every third day and that a town resident created an Instagram account to promote the installations. Organizers acknowledged occasional empty periods when the volunteer paces restocking to avoid rapid removal of items.
For the public piano, staff said the contractor working on a protective cover has adjusted recommended clearances to fit new piano measurements; the unit will be covered with moving blankets for winter protection. The piano maker’s charge was described as modest and the work will not come from the commission’s budget. Staff said they will hold off on a vinyl wrap until they confirm how well the installation weathers initial use.
Promotion and collateral were also discussed. Staff said they plan to reuse last year’s poster and map designs (updating QR codes and links) and to distribute printed wayfinding cards to downtown businesses. The calendar print run has previously been 1,500 and staff described that quantity as a practical “sweet spot.” Organizers discussed coordination with Leesburg Movement and other local groups to boost social-media promotion and email listings.
No formal votes were recorded. Staff were directed to finalize dates for the plow call, to proceed with promotion plans for the airshow and calendar materials, and to follow up with the public-piano vendor and volunteers for installation and maintenance details.
