The Sandy City Council unanimously adopted Ordinance 25-24 annexing three contiguous parcels on 1000 East near 8600 South, the council said during its Sept. 30 public hearing and vote.
Brian McHouston (planning staff) presented the item on behalf of the applicant, Jolene Fortner, and said the request covers just over one acre and includes two parcels with a single-family home and a vacant lot and a corner parcel with an existing duplex. McHouston said the county’s current zoning is R-1 and that staff recommended R-1-10 for the single-family parcels and R-2-10 for the corner parcel to make the standing duplex conforming upon annexation.
The council opened the public hearing and solicited comment; there were no in‑person blue‑card speakers and no virtual commenters. After the hearing, Councilmember Sharkey moved adoption of Ordinance 25-24, which Councilmember DeKeyser seconded. Council staff conducted a roll-call vote and the ordinance carried 7–0.
The adoption ordinance as moved reads in the motion language presented at the meeting: “adopt ordinance 25-24 annexing parcels of a contiguous unincorporated area totaling 1.07 acres homes located at 8564 South 1000 East and 8590 South 1000 East.” The council recorded no amendments to the motion during the meeting and staff confirmed the Planning Commission had forwarded a positive recommendation following its Sept. 18 review.
Councilmembers emphasized continuity with neighboring zoning during brief discussion; Councilmember Houseman commented on the importance of transitions and continuity in neighborhood zoning.
The annexation ordinance was final at the council vote; staff indicated the adopted zoning will make the existing duplex conforming on entry to the city.
