Lititz Borough Council on Sept. 30 approved a series of resolutions and motions covering park rules, grant applications, public works contracts and financial items. Several items were routine approvals; staff will follow up where projects require additional documentation or financial security.

- Moravian Manor stormwater plan (motion): Council approved the stormwater management plan for the Moravian Manor Recreation Area as presented (see separate coverage). Motion made and seconded; approved by voice vote.
- Resolution 1007 — Park rules: Council adopted Resolution 1007 to formalize rules of conduct in borough-owned parks (prohibitions listed in the resolution include park hours at dusk-to-dawn, no motorized vehicles, dogs on leash, no alcohol, no smoking/vaping and no disorderly conduct). Motion moved by council; seconded and approved by voice vote.
- Resolution 1008 — Local Share Assessment (LSA) grant application for water-treatment-plant roof: Council approved submitting an LSA grant application for $465,000 to replace the water-treatment-plant roof. Motion moved, seconded and approved by voice vote. Staff said the borough would apply by Nov. 1 and, if awarded, would not expect funding decisions until September 2026; the project would be programmed in the 2027 budget if awarded.
- Resolution 1009 — LSA grant application for street sweeper: Council approved submitting an LSA grant application for $340,000 to purchase a street sweeper. Motion moved, seconded and approved by voice vote. Staff cited reliability problems with the current sweeper and federal MS4 requirements supporting routine street sweeping.
- Resolution 1010 — Support for county planning investment area (Kissel Hill South to the airport): Council approved a resolution supporting designation of the corridor as an investment area for small-area planning; the action does not itself change zoning or commit the borough to development but signals willingness to engage in future collaborative planning. Motion moved, amended to correct resolution number, seconded and approved by voice vote.
- Hazard mitigation plan: Council voted to table adoption of the county hazard-mitigation plan to allow members time to review the approximately 600‑page document and to permit a short presentation at a future meeting. Motion to table passed.
- Inframark operations report (August): Council approved the August Inframark report for borough water and wastewater facilities by motion and second; staff noted plants were in compliance and capital items remained under way.
- Front Street water meter pit pay application #1: Tabled to October pending additional information.
- Front Street water meter pit change order #1: Council accepted a credit of $12,960 from the contractor (credit used from materials in stock). Motion passed.
- Front Street water meter pit change order #2: Council approved an increase of $75,000 to provide base pavement restoration related to Front Street work. Motion passed.
- Manhole 6 & 7 pay application #2: Tabled until October pending additional information.
- Lititz Park Walk activity permit (Oct. 4): Council approved the Littitz Park Walk event hosted by the Littitz Arts Association, Oct. 4, 8 a.m.–5 p.m.
- Financial statement and invoices: Council approved the financial statement and payment of invoices.
- Minimum municipal pension obligations (2026): Council approved the nonuniform staff obligation of $251,950 (Foster & Foster calculation) and the police department obligation of $245,052 (Conrad Siegel calculation) for 2026.
Most motions were approved by voice vote; the transcript records aye/aye responses but no roll-call tallies. Items tabled were explicitly deferred for additional review or information and will return to council on future agendas.
