The Escondido City Council on Oct. 2 voted to approve a lease agreement with the Community Action Agency (CAA) for space within the Catherine Boniface Civic Center. The agreement includes space for the senior center tenant and an adult memory day‑care program.
City staff said the CAA has been a reliable tenant and that the lease was negotiated to provide modest revenue to support upkeep of the civic center. Kim (staff lead on the lease) described the arrangement as "a pretty fair deal" that returns the adult memory day‑care program to the civic center after it had previously moved to a nearby facility.
Staff provided square‑footage details: the civic center comprises about 26,000 square feet; the senior center occupies approximately 3,900 square feet; the adult memory day‑care will be allocated roughly 1,000 square feet while retaining access to other meeting rooms, the game room and kitchen as needed. Staff also said elections and building security would not be affected by the lease.
Council approved the lease on a roll call (recorded yes votes: Council Member DuBois; Council Member Flock; Council Member Bosch; Council Member Moore; Mayor Ramos). The motion to approve was supported by staff and council members who said the lease would put money back into the civic center while preserving needed services.
Council directed staff to finalize the lease documents and to return any required implementation details to the council if they arise.
