Phil Quinones, Mooresville’s parks superintendent, updated the commission on parks capital work and requests. Quinones reported the pickleball courts’ base layer is complete and ready for paint next spring, the restroom facility’s foundation and plumbing stub-ups are in place and structural framing is rising, and utilities including electrical, plumbing and fiber are tied in.
Quinones asked the commission about disbursement 3 for the parks project; the transcript records a parks disbursement request of $501,112.85. The commission then reviewed general claims for the town. A motion was made to pay claims in the amount of $515,841.06, was seconded, and the commission voted to approve payment.
Quinones described upcoming work at the barn location (pre-concept engineering and then a deconstruction/reconstruction timeframe) and said masons would soon lay substructure base layers for concrete and aprons. He said most of the main structure walls for the restroom were expected to be up the next day and that fence posts and other site work were forthcoming.
On trails, Quinones said the parks master-plan process and community input show trails are the priority. He described a first concept that would add roughly two miles of trails connecting Pioneer Park and Old Towne Park, running along Whitelook Creek with a branch around Samuel Moore Parkway and a tie-in to the Main Street project’s trail. Quinones said the initial master-plan estimate is about $29,000. The parks board requested a favorable recommendation from the redevelopment commission to proceed with further planning; commissioners agreed to a favorable recommendation and clarified that no additional town funds were being committed at this meeting.
Park board meetings will further refine proposals and potential partners for construction; staff will return with more detailed proposals and, if necessary, funding requests.
