The Washington County Board of Commissioners on Sept. 18 approved a slate of change orders, contract renewals and purchases for county projects and services, including an emergency change order for crosswalk markings on the Panhandle Trail and a contract deduction on the county radio project.
Among the items approved: an emergency change order for crosswalk painting on at-grade Panhandle Trail crossings that increases the project total to $416,625.50 (to be paid with Mingo oil and gas funds); paving change orders with Morgan Excavating that raise that contract to $463,937.75 (including a $2,781.25 hauling/millings line paid from parks operating funds and a Kingston polling lot item paid with an elections grant); a change-order deduction on the Washington County radio project with Motorola Solutions reducing the contract to $24,445,549 (a descoping amount of $162,719.27 was recorded); and a $278,931.92 change order for the airport South Side taxiway project (funded 75% by an anticipated state grant and 25% county funds).
The board also approved multiple human-services and health-related contracts and renewals: a cooperative renewal with the Pennsylvania Department of Human Services for the Title 4-D child support enforcement program covering 10/01/2025–09/30/2030; children-and-youth provider agreements totaling $1,835,319.04 for 07/01/2025–06/30/2026 (no additional county funds required); a contract authorization of up to $45,000 for Vancoe International (consulting) and a related HIPAA business associate agreement for 07/01/2025–06/30/2026; behavioral-health year-end contract adjustments increasing total authorizations to $4,706,290 (no additional county funds required); a provider agreement with the Mental Health Association of Washington County for a person-centered forensic service initiative at $168,031 for 07/01/2025–06/30/2026; and a $15,500 agreement with Mink to redesign the human services website (10/01/2025–12/31/2025).
Other approved purchases and agreements included migration of five servers with Tyler Technologies for $13,500 (capital funds); replacement/upgrade of the Avela Wellness Center fire alarm system for $15,500 (paid with "Liberty refunds" as recorded); a donation resolution authorizing transfer of a George Washington painting from an estate under county code Section 18.05; purchase of 56 pieces of furniture for Children and Youth Services from Tri State Office Furniture at $34,600 paid from Act 148 funds; an emergency restoration agreement for the Caldwell Building at $28,500 (capital funds); an annual Hobart Service agreement for dishwasher maintenance at $2,815 through 09/09/2026; purchase of a 2026 Ford F-350 diesel truck and outfitting for $97,284 (liquid fuels funds); and approval of replacement metal detectors and associated software from m Protective LLC at $94,120.50 per year for four years (capital funds).
The board also adopted an ordinance pursuant to Act 48 of 2024 authorizing the Pennsylvania Secretary of Transportation to acquire right-of-way on behalf of Washington County for the rehabilitation of 10 Mile Creek Bridge Number 40 in Amwell Township; and approved a preliminary engineering agreement with Norfolk Southern for the Pipe Number 1 bridge project (estimated $25,000 to be reimbursed by PennDOT, 100% federally funded).
Most items were approved by roll call as presented; one purchasing item was tabled because the amount listed on the agenda was incorrect and will return to a future meeting.
