On Oct. 9, 2025, the Cottes Springs Planning Commission voted to recommend that the Board of Directors adopt an ordinance rezoning roughly 1.78 acres at the intersection of Ostego, Pyron and Keuka Streets from RN-5 (Residential Neighborhood 5) to CG (General Commercial). Planning staff also recommended amending the future land-use map from Residential Medium High to Tourism Commercial Center to reflect nearby commercial and resort development.
Staff said the three parcels (Garland County assessor IDs 52167, 52168 and 52169) are currently undeveloped and adjacent to the Finish Line RV Park; nearby uses include an RV park, single-family residences, small offices, a church and a racetrack. The staff report said rezoning to CG would support commercial leisure uses, expand amenities associated with the adjacent Finish Line RV Park and respond to major changes in the area connected to the Oak Lawn Racing Casino Resort expansion.
The applicant’s engineering representative, Mark Rickett of Rickett Marconi Engineering Inc., said he had nothing to add to the staff report and was available to answer questions. No members of the public signed up to speak. The commission voted on the staff recommendation and recorded approvals by roll call.
Staff recommended the commission recommend adoption of a zoning ordinance to the Board of Directors and a future land-use map amendment to Tourism Commercial Center to make the zoning consistent with surrounding resort and commercial uses.
