The Leander City Council on Oct. 2 denied a special‑use permit (Z‑25‑0184) that would have allowed Keta Social, a sweepstakes‑style entertainment venue, to operate at 107 N. U.S. 183 in Old Town Leander.
Council first voted 4–3 to reconsider the item after a Sept. 16 denial and allowed the applicants and investors to present additional information. Teresa Voda, owner, and investors provided a detailed presentation on security, operations, charitable giving, hours, proposed parking modifications and hours of operation. Investors said the venue would primarily serve local residents, retirees, veterans and others aged 18 and up, and described internal security measures including camera coverage, limited cash on site, two‑person opening/closing procedures and alarm links to Leander Police Department.
Supporters from the community, including David Stating of VFW Post 8760 and Culver’s co‑owner Andrea Tanner, urged council to approve the business, citing anticipated foot traffic and charitable contributions to local organizations.
Council members raised repeated concerns about the site’s heavy traffic and limited parking in Old Town and emphasized consistency with city land‑use policies. A motion to approve a conditional special‑use permit (proposed conditions included a 24‑month term, alternative crushed‑granite parking, specified reduced hours of operation and no BYOB) was made and seconded, but the motion failed and the special‑use permit was denied.
Council members who opposed the permit said the Old Town location was not consistent with the city’s long‑term plan for that district and highlighted safety and access concerns at the intersection. Supporters argued the applicants had mitigated security risks and committed to community contributions and to relocating if the site proved unsuitable.
The council’s final action denied the special use; applicants were offered the opportunity to seek alternative locations or return with different proposals consistent with applicable zoning designations.
