Grove City Council on Oct. (date not specified) approved Ordinance C35‑25, granting a special‑use permit for a drive‑through facility at 3188 Southwest Boulevard, the site of the proposed Grove City Drive Thru.
The planning commission recommended approval on Sept. 2 with four stipulations: remove and repaint existing pavement markings to match the approved circulation pattern; bring the site into compliance with Chapter 11.36 of the Grove City Code before opening; locate and enclose the proposed dumpster to comply with Chapter 11.36.08, including supplemental landscaping; and remove all nonconforming signs.
Applicant Zeeshan Usland told the council he would comply with the stipulations, replace or improve the onsite sign and add landscaping. “Whatever you guys need us to do, basically, we can do,” Usland said. City staff indicated they will work with the applicant on signage and the other items before permitting an opening.
The ordinance reached final consideration after a public hearing and was adopted by roll call vote. Council members voting “yes” included Wilson, Hauck, Berry, Dew, Burrows and Anderson. Council Member Burrows moved approval; a second was recorded but the speaker was not named in the transcript. The vote tally on the record was six in favor, zero opposed.
Because the planning commission’s approval includes site‑specific stipulations and code compliance prior to opening, permits and inspections by city staff will be required before the facility may begin operations.
The ordinance is recorded as C35‑25 in council records; the planning commission report and the city code sections noted above provide the conditions the applicant must meet.
