The Terrell City Council on July 16 adopted an ordinance changing the zoning of 15720 State Highway 205 from agriculture (AG) to commercial (C) to allow future commercial development.

Staff and applicant presentations: Planning staff presented the zone-change application (ZC 24-05) and noted the parcel is about 5.048 acres in Block 2 of the Nike Country Estates unrecorded subdivision. The applicant under contract, represented in the hearing by Bart Gardner, told council he intends to build a flex-space development with tenants such as HVAC, electrical and plumbing contractors, supply houses, light manufacturing and occasional automotive uses. Gardner said similar projects he has developed in the region typically see deliveries from 18-wheelers and that the corridor is already home to commercial uses.

Planning & Zoning and public hearing: The Planning and Zoning Commission recommended approval by a 6–0 vote. Staff said the parcel sits two lots from the event-center property the council considered earlier in the meeting. The public hearing drew no speakers for or against; one adjacent property owner (the current owner) returned a letter in favor, according to staff.

Council action: Council voted to adopt Ordinance No. 3053 (ZC 24-05). The motion was moved and seconded on the floor and passed with all members present voting in favor. Staff noted future submittals will include a specific-use permit or site-development plans as required by the city’s development process.

Context and next steps: Staff and the applicant discussed that State Highway 205 is planned for future widening that will change the corridor’s character; council members asked about the look and sequencing of development along the highway. Gardner said the five-lane expansion of SH 205 is forthcoming and that the proposed development is consistent with commercial uses already adjacent to the parcel. The applicant must submit site plans and building permits and comply with any special-use permit requirements for particular tenants before occupancy.
