The Port Arthur Planning and Zoning Commission approved case P25-03, a minor plat to divide and combine parts of multiple lots totaling about 1.975 acres in the Port Acres neighborhood during its Oct. 6, 2025 meeting.

City planner Arias told commissioners the application, filed Sept. 10, 2025, requests a minor replat to combine and redivide several existing tracts and lots. Arias said the city sent 25 notices on Sept. 19, 2025 and published notice at least 15 days before the meeting. "The purpose of this minor plat is to divide and combine parts of multiple lots with multiple existing tracts," Arias said during the public hearing.

The plat covers parcels north of 60 Third Street and west of Diamond Avenue in Port Acres. In presentation materials and drone imagery shown to the commission, staff and a speaker familiar with the area described two occupied houses near the street fronting Diamond Avenue and marshland and woods behind the lots. Planner Arias characterized much of the rear land as marsh that is not suitable for conventional development.

A person speaking during the hearing identified local property holdings by family name, saying the area includes the Myers homestead, a second house on 60 Third Street and outbuildings; the transcript does not record a full name for that speaker. No members of the public stepped forward to oppose the plat during the public hearing, and commissioners closed the hearing before deliberation.

Following the public hearing, a motion and second were made to approve case P25-03. Commissioners voted in favor and the motion carried. The transcript records the procedural vote as “All in favor, say aye. Aye. Opposed? Motion carries.” The record does not specify which commissioner made the motion or second.

Commissioners also noted a separate zone-change request was pulled from the agenda and will be considered at the commission’s next meeting on Oct. 22, 2025. The meeting adjourned at about 5:43 p.m.
