The Village of Lombard Board of Trustees on Oct. 2 approved a consent agenda that included payroll and accounts-payable disbursements totaling about $5.16 million, awarded multiple contracts including a two-year traffic-signal maintenance agreement, and voted to enter an executive session to discuss collective negotiating matters.
The consent agenda passed on a roll-call vote after Trustee Militello moved approval and Trustee Duda seconded. The board approved accounts-payable and payroll items on the consent calendar: $2,751,619.34 in accounts payable for the period ending Sept. 19, 2025; $1,084,682.77 in village payroll for the period ending Sept. 20, 2025; and $1,324,169.46 in accounts payable for the period ending Sept. 26, 2025.
The board also approved a resolution authorizing a license agreement with the owner of the parking lot at 20 North Main Street to allow use of that lot while the village’s lot at 21 North Park Street is temporarily closed for resurfacing. The consent agenda included a two-year waiver-of-bids and contract award to H and H Electric Company for maintenance of traffic signal equipment in the amount of $443,171.71. Village staff worked with the DuPage County Division of Transportation on a joint bid for that contract.
Other approved consent items included a parkway and landscape restoration contract renewal with Advance Landscaping not to exceed $55,000 (the second of two possible extensions); a three-year engagement letter with Lauderback and Amen to provide pension-fund accounting services for a total of $125,352 (FY26 $39,240; FY27 $41,736; FY28 $44,376); and appointments and reappointments to the Public Works and Environmental Concerns Committee for two-year terms through June 2027.
Earlier in the meeting the Finance and Administration Committee reported that the proposed 2026 general fund budget is balanced and that the committee unanimously approved the budget at its Sept. 22 meeting. The committee also reviewed the 2025 permissible tax levy and voted 7–2 to recommend the levy to the full board. The committee discussed the village’s 2025–2029 strategic plan and indicated further discussion at the upcoming board budget meeting.
The Public Safety and Transportation Committee reported Sept. 1 that, after consulting with Public Works and the Police Department, it voted unanimously to recommend allowing overnight parking in the East St. Charles commuter lot subject to rules and restrictions. The committee also welcomed a new member and heard monthly recaps from the village’s fire and police departments.
After concluding regular business, the board voted unanimously to go into executive session to discuss collective negotiating matters. Trustee Egan moved the motion; Trustee Hammersmith seconded. The board took the executive-session vote on the record before adjourning the public portion of the meeting.
