The Subdivision Committee approved the revised Boonesborough Manor subdivision plan after the applicant removed a prior request to have Hatrick Way accepted as a public right of way and instead proposed private access easements for portions of the development.
Staff reported the applicant revised the plan and submitted a waiver; the applicant no longer requests that Hatrick Way be a public street. Under the revised scheme, Hatrick Way will remain a separate parcel with an access easement across it to provide access to interior tracts. Doe Run will remain a private access easement across a separate parcel as well. Staff said the change eliminates the need to terminate a public street and removed related fire/termination concerns.
Staff recommended approval subject to standard agency sign-offs: engineering, traffic engineering, landscaping, addressing, urban environmental quality sign-off of environmentally sensitive areas, bike/ped, green-space review, utility and streetlight easement additions as required, and documentation of the capacity assurance program. The plan shows 16 lots and identifies the tracts that would be accessed solely by easement; staff added that a finding will be required that sole access by an access easement is appropriate for certain lots.
A committee member moved to approve PLN FRP 2514 (Boonesborough Manor) with the attached conditions. The motion passed unanimously.
