Several residents used the Oct. 1 public comment period at the Baldwin Park City Council meeting to raise enforcement and maintenance concerns, including unpermitted street vendors, accumulated bulky trash, graffiti near freeway ramps and damaged park restrooms.

Resident Mister Rios told the council he has noticed more street vendors on Sundays and lingering furniture and junk on city streets. "I checked [the Walnut Creek bathrooms] today, and they still haven't been replaced," Rios said, pressing staff to fix an accessible toilet he described as noncompliant. He added, "By tomorrow, I want it to be changed. Please." (Public comments were reduced in time by the presiding officer; the transcript records the request.)

Another commenter said they had called police about vendors and described visible graffiti and trash near the 605 and 10 freeways.

Pastor Paul Flores of Church of the Redeemer announced a Nov. 1 citywide prayer march and resource fair beginning at Francesquito and Ramona and ending at Morgan Park, with a 10 a.m. march and a noon gathering at Morgan Park.

In response, Mayor Pro Tem Daniel Damien acknowledged the concerns and encouraged residents to file service requests through the Bonham Park Connect app, calling the app "one of the fastest ways" to route trash and graffiti reports. He noted that issues on freeway rights-of-way often require coordination with Caltrans and may take longer to resolve.

Council members said they would work with code enforcement and waste management to address vendors and bulky-item pickup and thanked Pastor Flores for the prayer march invitation.
