Prince George's County Council introduced CB 66 on Thursday, Oct. 2, 2025, a measure that would amend plan development zone (PDZ) application and zoning map amendment requirements to remove certain filing requirements and allow for subdivision subsequent-development applications to streamline land development administration and support the county's affordable housing goal.
The Planning, Housing and Economic Development (PHED) Committee discussed the proposal Sept. 4 and voted 4-0 to forward it to the full council. "As chair mentioned, this was discussed by the PHED committee on September 4," Council Member Hightower told the council during the Oct. 2 meeting. Hightower said the bill's sponsor, Council Member Olson, explained that under the new zoning ordinance the PDZ application process had taken longer than expected and that the proposed legislation would help streamline the process.
PHED materials and the committee report cited support from the Planning Board, and the county executive's office "had no position on the bill," Hightower said. Hightower also reported that "Miss Hernandez found the legislation in proper legislative form" and that "Mister Tom Haller testified in support of CB 66, 2025 in the proposed amendment," and that the committee voted 4-0 favorable on CB 66-2025, draft 2. Hightower said Council Member Olson proposed an amendment to make the legislation effective immediately upon enactment.
During the Oct. 2 session the council listed additional sponsors for the bill as Council Members Watson, Legay, Hawkins, Ivy, Fisher and Orietta. Council Member Olson moved to suspend the rules to allow expedited scheduling of the bill; Council Member Fisher seconded. The clerk conducted a roll call vote with the following recorded as voting aye: K. Burrows; Miss Legay; Mr. DeNova; Miss Fisher; Mr. Hawkins; Miss Ivy; Mr. Olson; Vice Chair Rivera; and Miss Watson. The motion carried 9-0. The chair noted that passage of the suspend-the-rules motion "will allow for expedited scheduling."
The council did not record final adoption of CB 66 in the Oct. 2 transcript excerpt; the measure was introduced and reported out of PHED with amendments, and the suspension of the rules indicates the council moved to accelerate the bill's next steps.
