Chris Smith, code compliance manager, briefed the council on possible amendments to the city electioneering ordinance (Chapter 38, Article 4 of the Code of Ordinances) after reviewing the 2024 changes. Smith said the 2024 amendment addressed inflatable and oversized signs and clarified posting on city property and removed a 48‑hour notice requirement for removal of illegal signs.
Smith reported staff has received requests to allow individuals to hold two campaign‑size handheld signs and to consider limiting the number of posted signs per campaign at polling locations. He outlined neighboring jurisdictions’ approaches: Plano, Allen and Frisco have no limits on the number of signs an individual may hold; Collin College limits signs per campaign to five; Allen limits posted signs to four per person. Smith said staff believes implementing a two‑sign allowance is administratively straightforward but that limiting total signs per campaign at polling locations raises legal questions and the city attorney would provide additional guidance.
Smith noted the timing issue: early voting is scheduled to begin Oct. 20 and the next council meeting is Oct. 21. He asked whether council wanted an amendment effective immediately for the current cycle or to make an effective date after the November election for the next cycle.
Council members asked clarifying questions but did not adopt ordinance language or make a formal direction on the record during this work session. City Attorney input on legal constraints and a future staff report would be required before any ordinance change is adopted.
