The Department of Public Works (DPW) presented proposed agreements and options for solar credits and energy storage associated with city utility accounts.
Staff described two proposed agreements to purchase or receive solar credits (one named Grassy Grove Solar and a second agreement with a different field) for water and sewer account offsets. The council also discussed approaches to battery energy storage on city‑owned parcels: vendors indicated a minimum unit footprint of about one quarter acre and a baseline lease value of roughly $30,000 per quarter acre; National Grid currently allows one unit per service point location (SPL). To maximize lease value, staff discussed the possibility of subdividing city parcels to create multiple leasable parcels subject to National Grid’s capacity/headroom.
DPW staff said they will not finalize commitments until they have a sketch of the proposed DPW garage and clearer parcel sizing; the department is waiting for that information to avoid committing land that might be needed for facilities. No approvals or contracts were finalized during the meeting; staff asked for follow‑up conversations with interested vendors and for a headroom/capacity inquiry with National Grid to determine how many units the site could host.
Staff thanked Deputy Crocker and Commissioner Steinway for assistance and said utility savings remain a goal of the efforts; no financial terms beyond the per‑quarter‑acre estimate were approved in the meeting.
