Applicants Lucy Orosco and Conrad Jarvis, who said they plan to build a single‑family home on the vacant lot, addressed the council in support of the proposal. Councilman Castillo said the rezoning allows a new single‑family home and conforms to established height standards and the West Side Tomorrow plan; he moved to approve the items as presented.
Council discussion addressed neighborhood concerns about potential short‑term rental use and commercial conversion; staff and the sponsor said the proposed zoning would allow a single‑family residence and that standard regulations and permitting will govern uses and building standards. The motion passed by voice vote.
The approved action allows the applicants to proceed with site‑plan and building‑permit review for a single‑family home subject to any applicable permits and inspections.
