City staff reported that the Community Development Corporation, on behalf of Kelly Nielsen/Nielsen Construction, submitted an application for a planned unit development (PUD) for a housing project east of town by the golf course.
Staff said the PUD request seeks limited exemptions from design standards—primarily lot width and side setbacks—to increase the number of buildable lots in the existing development footprint. ISG, the engineering firm that prepared original plans, is working with the developer on redesign options.
To accelerate the process, staff proposed a special meeting for the city commission to hold the first hearing on Oct. 28 and follow with a second hearing at the regular Nov. 3 meeting so the city can meet publication and statutory timelines. Staff noted the development corporation is working with the South Dakota Housing Authority and that the developer intends to complete work in time to spend grant funds next summer if schedules proceed.
Staff characterized the developer, Kelly Nielsen, as an experienced local builder who may both build some lots and sell lots to other builders.
