Jeff Dillman, a property owner who said he owns an eight-unit building at 3300 South Walmer Road, addressed the West Allis Common Council during public participation on Oct. 7 to complain that he was denied access to the municipal dump when disposing of furniture and other items left by a tenant.
Dillman said he presented documents showing ownership through an LLC but was turned away because his driver’s license name did not match the LLC name. "I could not get into the dump. They would not allow me into the dump because my LLC didn't match my driver's license," Dillman said. He told the council he pays about $19,000 a year in property taxes and questioned why property owners cannot use the dump for occasional disposals following tenant move-outs.
Dillman said he sought guidance from city staff (he referenced speaking to "Kevin") and was directed to address the council. He asked the council to review the policy; he said the need to use the dump would occur "maybe once or twice a year" for his property and that he was not seeking to make frequent large disposals.
Mayor Devine invited Dillman to follow up with aldermen during recess and with staff to clarify the city's requirements and next steps. "Probably maybe during recess...we can talk to you about where things are with that," the mayor said.
No formal action on the matter was taken at the meeting; the council's public participation rules, read by the clerk, note that the council cannot take action on items raised during the public comment period and cannot discuss the issues with speakers during the meeting.
