The Finance and Operations Committee of the University of Minnesota Board of Regents voted to approve a three-year collective bargaining agreement with Minnesota Teamsters Public and Law Enforcement Employees Union Local 320, effective July 1, 2025, through June 30, 2028.
Vice President Horstman summarized the agreement for the committee, saying, “This first agreement is with Minnesota Teamsters Public and Law Enforcement Employees Union Local 320. It is a 3 year agreement effective from 07/01/2025 through 06/30/2028.” He said the contract covers about 1,395 employees and walked the committee through the key provisions, including across-the-board wage increases and changes to shift differentials and leave protections.
Under the agreement, Horstman said the parties agreed to a 3.5% increase for all pay steps in year one (effective July 14, 2025) and 3.5% in year two, followed by 3% in year three. Select job codes will receive market adjustments ranging from 0.5% to 2% as determined in bargaining. Shift differentials — for shifts that start before 6 a.m. or end after 7 p.m. — increase from $0.55 per hour to $0.90 in year one and up to $1.05 in year two; late-night shift differential for shifts that begin between 9 p.m. and 1 a.m. increases from $0.70 to $1.10 in year one and $1.30 in year two. The agreement also adds a respectful workplace article and a standing labor-management problem-solving committee, an MOU on workplace safety and air quality, and an MOU renewing the summer work agreement. Horstman said the contract increases the protected assignment period during an employee leave from six weeks to ten weeks.
Regent Gulley thanked bargaining teams on both sides for reaching the agreement, saying, “Really grateful that we got to an agreement that everybody feels good about.” The motion to approve the ratified agreement passed without a roll call.
The Regents' action authorizes university leadership to implement the terms described in the agreement and to finalize the contract documents.
