The Finance and Operations Committee approved three ratified collective bargaining agreements covering employees represented by the American Federation of State, County and Municipal Employees (AFSCME) Local 3800. The agreements run for three years, effective July 1, 2025, through June 30, 2028.
Vice President Horstman provided a summary, saying the contracts cover roughly 1,944 employees across three business units: about 1,192 healthcare employees, 1,097 clerical employees and 655 technical employees (presented as three groups). He described year‑one wage increases of 3.5% for all pay steps, 3.5% in year two and 3% in year three. Horstman said market adjustments for select job codes are planned (1%–1.5% in year one for some codes, and a 1% market adjustment in year three for some codes).
Horstman also described changes to shift differentials (moving from $0.60/hour to $0.90 in year one, $0.95 in year two and $1.00 in year three) and new contract language specific to AFSCME healthcare that permits departments to create outstanding service award programs and extend training periods from nine to 18 months. New problem‑solving language for AFSCME healthcare was added, along with infectious disease prevention language and two MOUs on air quality and automated external defibrillators (AEDs). Horstman said the memorandum of understanding now allows up to 40% University‑paid time (16 hours per week) for the Local 3800 president and up to 20% University‑paid time (8 hours per week) for each of the three business‑unit chairs representing the locals.
A motion to approve the resolution to ratify the AFSCME 3800 agreements passed by voice vote; no roll call was recorded. Committee members thanked bargaining teams on both sides for reaching agreement.
