The Lapeer City Planning Commission voted on Oct. 9 to approve a special land use request permitting a major auto repair shop at 1428 Imlay City Road for applicant Katrina Taylor. The motion passed by voice vote with no recorded opposition.
Staff (Ben) described the site as located in the I-1 (Industrial) zoning district within an industrial corridor and noted the parcel appears to be served by existing city utilities. The applicant currently occupies an adjacent parcel and seeks to expand operations into 1428 Imlay; staff said most work would be interior renovations with minor exterior changes, possibly adding a second overhead door.
Ben reviewed the five special-land-use standards (compatibility with the master plan; conformity with the zoning district intent; compatibility with the character of the area; adequate public facilities; and absence of detrimental impacts such as excess noise or hazardous materials). He told commissioners the parcel is designated industrial on the future land use map and that the proposed major auto repair use—described as higher-intensity engine and transmission work—fits the industrial corridor and is comparable or lower intensity than other permitted I-1 uses such as manufacturing or lumber yards.
No members of the public addressed the commission on this item. A motion to approve Katrina Taylor’s special land use request under Section 7-19-04 of the zoning ordinance was made, seconded and carried by unanimous voice vote.
The approval authorizes the land use under the special-land-use process; the applicant must obtain required permits and any necessary zoning permits for exterior changes. The commission noted the site will continue to be subject to city review for parking, screening and other site-specific requirements.
