Northern Virginia Transportation Authority staff told members Oct. 9 that NVTA will open an online application portal for the FY2032 Congestion Mitigation and Air Quality (CMAQ) and Regional Surface Transportation Program (RSTP) call for projects.
Anissa Beyer, NVTA regional transportation planner, said the authority moved the application to its Program Information Management and Monitoring System (PIMS) to streamline submissions and align the process with the six‑year program application. Key dates and details shared at the meeting:
- Portal opening: end of next week or early the following week (staff to confirm exact date).
- Application deadline: January 16, 2026; Air Quality Benefit Worksheets and local resolutions of support due January 30, 2026.
- Estimated available funding: NVTA staff said the last round recommended approximately $90 million and they expect a similar amount for this cycle.
Beyer said staff will provide a demonstration for jurisdictional staff at the ARJAC meeting on Oct. 23 and will deliver detailed instructions and submission requirements. NVTA voted to approve the call for projects at the meeting.
The online application is intended to reduce administrative burden for applicants and to help staff coordinate evaluation and recommendation work ahead of a March/April 2026 recommendation to the Commonwealth Transportation Board (CTB).
