The St. Cloud Planning Commission on an undisclosed meeting date recommended approval of Resolution No. 2025-139R, allowing a place of worship to operate in Building 1 of the DMI Business Park (case CNU25-00005). The commission’s recommendation passed 5-0.
Ralph Keith, associate planner with Community Development, told the commission the application proposes a conditional use for the Upper Room Sanctuary Church in property currently zoned I-1 industrial, with future land-use designations of industrial and employment. Staff said proposed hours include Wednesday evenings starting at 7 p.m. and Sunday mornings and afternoons, and the church’s capacity is listed at 30 members.
The commission’s recommendation includes the four conditions stated by staff: that approval of the conditional use does not constitute approval of the displayed concept plan (site changes require a site development plan and any other approvals under the land development code); no parking reduction is permitted; the conditional use applies only to Upper Room Sanctuary Church and will expire if the church leaves the property; and the city may revisit the resolution if vehicle stacking or standing encroaches into the right of way or otherwise interferes with traffic flow.
Danny Martinez, identified in the record as the property owner and applicant, said the current parking layout provides seven stalls per building and additional parking would be added in a planned phase 2 if needed. Marcus Boschin, deputy director for Community Development, told commissioners the parking requirement is likely one space per three attendees given the church’s capacity of 30, which would suggest a need for about 10 parking spaces; staff said they will coordinate with the applicant to ensure phase 1 and phase 2 are considered holistically.
There were no public commenters on this action item. After discussion the commission member moved to recommend approval based on the six factual matters in the Land Development Code and included the four staff conditions; the motion carried 5-0.
The recommendation now goes to the City Council for final action and any required site-development approvals will follow staff review.
