Representatives from the Michigan City Police Department briefed the finance committee on Sept. 24 about personnel vacancies, equipment needs and recurring subscription costs. A department summary listed an item described as "the flock safe city, keep all cameras and shot detections, add trailer" at $277,000 with a 10‑year contract term.
Police leaders also listed vehicle and upfit needs under "fleet rotation," estimating $500,000 to buy and outfit patrol vehicles. Chief officers told the committee the department has a mix of older patrol vehicles from 2013–2016 at or near end of service and that the department plans to buy out leased vehicles to reestablish a regular rotation. Officers said an individual fully‑equipped vehicle can cost roughly $60,000–$65,000 when purchased and upfitted.
The department also listed recurring technology subscriptions and licenses (resource routers, Cellebrite phone processing licenses and other tools) with annual costs described in the questionnaire. Police officials briefed the committee on pending ARPA funds for a kennel expansion ($110,000) and on current negotiations around staffing and contracts; the controller’s office said it is modeling how proposals will affect the budget.
The finance committee had follow‑up questions about specific line items (for example, promotional testing costs and contracted services for exams) and asked police staff to provide details and price lists for the Flock Safety package and fleet rotation. Committee members recommended accepting the police department’s proposed budget as presented, subject to those clarifications.
