John Norris, public works director, explained that the city issues temporary use permits when an elevator is substantially complete but punch‑list items remain. Under the current schedule applicants can renew the temporary permit for $162 repeatedly; Norris said the low renewal fee allows some projects to delay completing required corrections. The amendment approved by the committee raises the renewal fee to $2,090 (the original temporary‑use fee) to encourage timely completion.

Members added an amendment during discussion to allow a single one‑time renewal (at the lower fee) to accommodate circumstances such as supply‑chain delays but to make subsequent renewals subject to the full temporary permit fee. The committee approved the revised fee schedule and directed staff to implement the change.
