The Shelby County Board approved a slate of measures Oct. 9 that the chair described as largely routine: engineering agreements and culvert replacements, a contract for appellate prosecution services, authorization of sheriff’s deputy headcount, transfer of county-trust parcels to private owners, payment of claims and an appointment to a fire-district board.

Engineering and highway items
The board approved an engineering agreement with Gonzales Engineering for work on a railroad crossing in Clarksburg Township at the intersection identified in the agenda as CR 500 North (also referenced as TR 367). The project was estimated at $25,500 and listed as to be paid 100% from state ICC funds.

The board also approved several 50/50 petitions from township highway commissioners and a village to replace culverts: Cone Spring Township — estimated $12,778; Drive Pointe Township — estimated $16,521; Village of Stewardson — estimated $9,897. Members approved a resolution to add or replace “no parking” signage on County Highway 2, north of 2475 North. The highway and engineering items were advanced after staff offered to answer questions; the item passed on roll call.

State's attorney appellate-prosecutor contract
The board approved a one-year resolution to continue services of the state's attorney appellate-prosecutor office from Dec. 1, 2025, through Nov. 30, 2026, at $10,000 under the statutory citation referenced in the packet (noted in materials as 725 ILCS 210/1 et seq.). Staff said the contract gives the State's Attorney access to appellate resources and that recent uses of the service justified the expenditure.

Sheriff headcount
The board approved a resolution establishing the authorized number of the sheriff’s deputies. The sheriff explained that the adopted headcount includes one position above what he immediately budgets for; he said he will only hire positions he can afford to pay but wants the headcount authorization so the county can fill vacancies promptly or take advantage of future funding that might fully fund an additional post. The sheriff referenced prior concerns when ARPA funding was used previously and said the office will hire only as budget allows.

Parcel transfers and appointment
The board approved resolutions transferring county-held parcels (as trustee) to listed buyers: parcel 0723-16-14-312-007 to Wesley Riley for $850; parcel 24093615404010 to Sabai Sabiri for $1,750; and parcel 2311-22-16-402-002 to Curtis Morrison for $2,150.

Other routine measures
The board approved payment of claims and accepted the committee reports. It appointed Bill Hubbard as trustee of the Findlay Fire Protection District to replace Tim Aloff, with the term expiring April 30, 2027. Several votes were recorded by roll call and described in the meeting minutes as passing by majority or unanimously where noted.

Ending: Board members said they appreciated the highway grants and other routine approvals and moved on to committee reports and chair correspondence.
