City planners presented a proposed Planned Unit Development modification for a six‑story, 130‑room AC Hotel (Marriott) at Lakeside Village during the Oct. 22, 2025 agenda‑study session.
Chuck (Community Economic Development) said the hotel would sit immediately west of Columbus Suites and northeast of the theater within Lakeside Village. The proposal would replace about 15,000 square feet of retail entitlement with the hotel use; staff said the trips generated by the hotel were already accounted for in the Oak Ridge development of regional impact (DRI) and would be offset by the reduction in unbuilt retail.
Staff said the site plan shows 87 surface parking spaces where 33 spaces would remain on that immediate parcel after the hotel is constructed; Lakeside Village as a whole has roughly 2,500 existing parking spaces against a roughly 1,800‑space requirement in the development code, leaving a supply buffer staff said would absorb the hotel’s parking demand. The developer and the shopping‑center owner have a parking‑sharing agreement for the site, staff added. The Planning & Design Board approved the request, and staff reported no recorded opposition in the review file.
City staff said elevations and layout plans would be adopted as part of the PUD modification; the changes include explicitly listing hotel uses and specifying elevations for the new building. Commissioners asked about patio buffers, the parking pressure in parts of the complex and remaining entitlements in the overall DRI. Staff said landscaping and railings are planned around outdoor patios and that approximate 68,000 square feet of retail entitlement remains after this exchange.
Why it matters: The change densifies Lakeside Village with a transient‑lodging use, alters permitted square footage within the PUD, and uses existing DRI mitigation and reservation of trips for build‑out accounting.
