Laurie Smith, Lakes and Stormwater Manager, said the box induces a swirl that allows sediment to fall out and be removed during monthly vacuum truck service via a manhole. The city recommended a purchase order to Bridal Construction for materials, construction management, excavation, dewatering and installation, not‑to‑exceed $172,588.50; staff said those costs are included in the Lake Parker line item of the FY26 stormwater capital improvement plan.
Separately, staff described the Tigers’ second GMP amendment for the player development academy’s vertical construction: Grama/RADA’s new GMP amendment for building construction was presented as $25,214,852. Staff said the city had earlier approved a $2,500,000 GMP amendment for site and demolition work and that the Tigers will contribute $4,000,000 to the project; the city issued a $25,000,000 bond to cover the remaining cost and the Tigers will repay the city over time per the amortization schedule included in their lease modification.
Staff noted there are cost‑overrun protections: any overruns are the Tigers’ responsibility. City staff also said combining the stormwater device installation with on‑site work scheduled for the academy delivered project‑cost savings by using the contractor already mobilized on the site.
