County recreation staff and consultants briefed commissioners on the condition of electrical infrastructure and light poles at the county recreation complex at the Oct. 2 work session, recommending issuance of an RFP that would cover pole replacement, underground electrical work and LED lighting upgrades.
Frank Campo of Southern A&E described an assessment that identified three poles needing immediate replacement, three recommended for replacement and about 10 poles with minor damage that require monitoring or repair. He said it would be inefficient to replace lights or wiring piecemeal because wiring and pole work interact: "It doesn't make sense to replace the lighting and try to reuse existing wiring that's faulty," Campo said.
Campo recommended organizing the work around electrical services (groupings of fields fed by a single panel) to produce multiple bid packages so higher-priority fields can be addressed first. He said long lead times for equipment and the need to schedule contractors around field usage argue for obtaining comprehensive bids that allow the county to prioritize and phase work without repeated mobilizations.
County staff discussed a cost estimate that included options for replacing poles versus repairing them, and commissioners pressed for more information about warranty coverage and the manufacturer's willingness to contribute materials or support. Commissioners noted discrepancies in the draft cost summary and asked staff to clarify totals; one commissioner said StressCrete — the pole manufacturer who inspected the site — indicated it would replace three poles at no cost under warranty and had provided an engineer’s inspection at no charge.
Commissioners asked for more detail on liability, warranty terms, estimated remaining service life of repairable poles and whether StressCrete would help on a larger contribution. Staff said they would follow up with StressCrete and, because warranty and contribution details were unresolved, they would likely postpone a final procurement decision to the November meeting if the manufacturer could not provide quick answers before the Oct. 7 agenda. The commissioners did not approve an RFP on consent during the work session.
