The City Plan Commission voted Oct. 9 to keep case Z2569 under advisement and to continue the public hearing until Nov. 20 at the applicant’s request and to allow more time for neighborhood engagement.
The application requested MF‑2 multifamily zoning for property between the north terminus of North Boulevard Terrace and Plymouth Road; staff told commissioners the recommended alternative was approval of a TH3A townhouse district. Neighbors and speakers from the newly formed North Boulevard Terrace Neighborhood Association criticized the MF‑2 request, citing drainage, erosion into Coombs Creek, narrow streets, traffic and the area’s existing single‑family character.
Neighborhood speakers including Laura Eichel and Yesenia Serrano urged the commission to deny or delay the request until the developer presented a plan more compatible with the neighborhood. Coombs Creek Conservancy representatives also raised environmental and erosion concerns and urged caution.
The applicant’s representative, Audra Buckley, told commissioners the team planned to make changes to the filing and expand the area of request to fold in adjacent parcels; staff confirmed any change to the area of request would require re‑notice and might affect the hearing schedule. Commissioner House Wright moved to keep the hearing open and hold the matter under advisement until Nov. 20; Commissioner Hampton seconded the motion and it carried.
Why it matters: The hold gives the applicant and multiple neighborhood groups additional time to refine the proposal, potentially consider the townhouse (TH3A) option staff recommended, and address environmental and infrastructure issues raised by neighbors along Coombs Creek.
Next steps: If the applicant submits amendments in time for the Nov. 20 meeting, staff will re‑notice and present the updated request; otherwise the case will be re‑noticed for a later hearing.
