The Napoleon City Council introduced Ordinance 038-25 on Oct. 6, 2025, to amend the citys rules governing the sale of electrical service (including Rule 12 and Rule 26, Appendix A) to clarify charges related to reconnections and disconnections now possible through advanced metering infrastructure (AMI).
City utilities staff told the council the revisions are intended to make reconnection and disconnection charges consistent whether the meter is serviced remotely or by a technician on site; the draft also adds electronic mail as an acceptable method of notice when customers opt in. Utilities staff said reconnection fees will still apply for remotely completed reconnects, but the ordinance clarifies that a separate "trip" charge will not be assessed when no physical visit is made. The staffer also explained the city will continue to require permission or a signed waiver to reconnect service when no one is home.
Council members asked about safety protocols for remote reconnects and whether the city would still send a worker to verify conditions before power is restored. Utilities staff replied the current rules require someone to be home for reconnections; if the customer cannot be present the city obtains a signed waiver. Staff said the amendments create a consistent fee structure across customers with and without AMI capability.
Council moved and seconded the ordinance introduction and asked that it proceed through the standard three readings. The council called the roll and recorded affirmative votes from the members present.
