Sarah Harrison Mills, chief executive officer of Sentaro, addressed Dublin City Council during public comment on Oct. 20 to urge support for the Adam H. levy (ADAMH) on the Franklin County ballot (Issue 1).
Mills described the ADAMH board as the behavioral health safety net for Franklin County, funding services that primarily serve uninsured or underinsured residents while also supporting programs available across neighborhoods and school districts. She said ADAMH supports 24/7 crisis services, mental health supports in 16 public school districts, aging supportive services and other prevention and recovery programs.
According to Mills’ presentation, the ADAMH board is seeking a renewal level levy of 2.85 mills with a modest increase of 0.5 mills; Mills said that increase equates to about $1.46 per month for each $100,000 of home value. She said roughly 75% of ADAMH funding comes from a single property‑tax levy that will expire in December 2026 and that state and federal funding remains uncertain.
Mills said about 88% of ADAMH dollars flow directly to community services and listed services funded by the levy including crisis hotlines and school‑based supports. She asked Dublin residents to consider the levy’s role in sustaining services for people in crisis and in preventing and treating mental health and substance use conditions.
