The council approved the third and final reading of PL-25-24, ordinance 2,298, rezoning about 31.85 acres in the 900 block of East Fifth Street from R-1 (single-family residential) to B-1 (business). Thomas Bornell, filling in for planning staff, told the council the parcel abuts existing B-1 and B-2 zoning and that Planning Commission recommended approval with a required correction that the applicant supply a stamped survey exhibit before final reading. After a motion and second, the ordinance passed on roll call with all present voting in the affirmative.
Council also held a public hearing and approved first reading of PL-25-31, ordinance 2,299, to rezone about 1 acre at 1039 Second Avenue East from R-1 to B-1. Thomas Bornell said the applicant, Q Construction LLC, is proposing zoning that would allow the multifamily housing envisioned by the city’s land-use plan; he added that Planning Commission unanimously recommended approval. The measure passed first reading on a roll-call vote; second and third readings were scheduled for November.
In capital project business, the council awarded the Blacktooth Park Phase 6 irrigation contract to Highland Inc. The project bid accepted the low qualified bid of $222,478; staff said the work is funded by GPET and public benefits and includes installing an irrigation system over roughly 5 acres surrounding the new inclusive playground and restroom. Council approved the award and authorized the public works director to act on behalf of the council on project matters.
On liquor licensing, the council approved the administrative ownership transfer of restaurant liquor license No. 12 from Cowboy Cafe 2, LLC to KMR Enterprises, LLC. City Clerk Ashley Foster said the new owner does not plan operational changes; the council approved the transfer by voice vote.
The council adopted a revised public records request policy after a staff presentation from the city clerk.
