At its Oct. 20, 2025 meeting the Bellaire City Council took the following formal actions (all votes recorded as unanimous unless otherwise noted):

- Temporary suspension of alcohol restrictions in Evergreen Park: Council approved an ordinance to temporarily suspend the city’s park alcohol restriction for the We Are Evergreen event on Nov. 13, 2025. (Consent item; approved)

- Solid waste and construction-debris disposal services contract: Council approved a new contract to provide disposal services and tipping fees (contract awarded following the bidding process discussed in the meeting). Staff reported expected cost and service improvements tied to a nearer transfer station and reduced wait times. (Consent item; approved)

- Youth Advisory Board membership increase: Council amended the ordinance raising the number of members on the Youth Advisory Board from 15 to 16 and appointed three new members (terms through Aug. 31, 2026). Council discussed whether to increase membership further but voted to approve the 15→16 change and to appoint the recommended candidates. (Ordinance and appointments; approved)

- Appointment to Houston-Galveston Area Council general assembly representation: Council approved continued representation (Mayor Pro Tem as representative; Council Member Webb as alternate — per usual practice on the record). (Resolution; approved)

- $6,000,000 general obligation bond issuance and award: Council adopted an ordinance authorizing the issuance of $6,000,000 in general obligation bonds to fund the regional drainage program and awarded the sale to Fidelity Capital Markets after amending the ordinance to include sale terms. Closing expected about Nov. 20, 2025. (Ordinance/adoption and sale award; approved)

- Quiddity Engineering program-management contract and Work Order No. 1: Council authorized a professional services contract with Quiddity Engineering LLC and issued an initial six‑month work order for $736,470 to begin program management duties for the regional drainage improvement program. (Contract award; approved)

- Mediated settlement in pending litigation: After a closed session, council voted to accept a mediator settlement proposal related to a city litigation matter and authorized the city manager to execute associated agreements. (Closed-session action; approved)

Votes were recorded by show of hands and the meeting minutes show each item passed by unanimous vote. Several items (notably the alley-easement request at 5115 Locust and the code-adoption hearings) were presented in public hearings with final deliberation scheduled Nov. 3, 2025.
